Seven years inside the IRS Office of Chief Counsel, then twenty-five representing the people on the other side of it.

My career started as a trial lawyer for the IRS Office of Chief Counsel. I spent seven years in an area that advised the agency on the day-to-day legal problems that arise in the collection of taxes — which is where I learned how collection decisions actually get made, and by whom.

Since then I have spent more than twenty-five years in private practice, limited to tax controversy matters. That narrowness is deliberate. Collection procedure is largely learned on the job rather than in law school, and a practice that does a little of everything rarely accumulates it.

Most of my work is handled on a flat fee. You will know the total cost and the payment terms before anything begins, and the first call is free.

Palloma De Paula

Palloma De Paula is our Legal Assistant and Tax Preparer. She studied Financial Management in Brazil and has extensive professional experience in financial administration, bookkeeping, tax preparation, and business operations in both the United States and Brazil.

She prepares individual income tax returns and financial statements used in matters involving the IRS and state tax agencies. Since joining the office of Kemble White in 2023, Palloma has worked closely with tax counsel on IRS collection matters, tax audits and appeals, state tax matters, and the preparation and organization of financial documentation.

Palloma’s professional background also includes bookkeeping, accounts payable and receivable, payroll, financial recordkeeping, and QuickBooks. Before establishing her career in the United States, she held financial, administrative, and management positions in Brazil, giving her professional experience in both the United States and Brazil.

She is a CTEC Registered Tax Preparer and Notary Public and is fluent in Portuguese and English.
